Sir

I have the pleasure of informing you that I have succeeded in effecting the most satisfactory arrangements at this point to carry out the plan suggested by you of turning over to the county the care of the destitute the issue of rations &c - The Commissioners Court met to day and acted on my proposition. they already have an agent engaged in superintending the small pox Hospital for Freedmen and the new Freedmens Hospital or Colony near our town. They also have a very competent and reliable young man acting in conjunction with Maj Theune in distributing rations to the destitute. They purpose to continue these officers and will take charge of the entire matter of receiving and issuing rations and caring for the Freedmens Hospital & Colony, relying upon the General Government to furnish the necessary rations. 

J. M. Thornton the agent selected is in every respect well qualified. He is inteligent prudent reliable and strictly honest. Commanding the confi[[dence]]
