General:
When Dr. Kipp was here some time since, he informed me that it was the intention of the Commissioner to break up the Small Pox Hospital for Freedmen at this place, and [[?]] me to so inform the City and County Authority. I did so, and now inclose their answer, for your consideration.

I am pleased to inform you that the affair of the Duncan in my District, seem to be moving smoother. Nothing occurs to man the general good feeling except an occasional act of violence toward freedmen by some outlaw, in which cases, I use all the means at my disposal to bring the guilty party to justice. The civil authorities, I regret to say, are disposed to neglect their duty toward the freedmen in such cases; and of course, I can act only as advisor, or a kind of Volunteer Counsel for the Freed people.
