General: 
Mr. R.D. Cunningham has recently arrived from Alabama, and reports that he is personally acquainted with parties in the State, who are carrying on a trade in negroes with persons at the island of Cuba. A paper referred to you herewith contains a synopsis of the information he has given. It is quite important that his name should not be made public, but in order that you may make use of his services, should you desire them, he has been appointed a Special Agent of the Bureau. This appointment is made only that he may proceed to Mobile and
