Dear Sir- Mr. Frank Mansa (The bearer of this) was principal clerk to Capt. Steinberg, but had nothing to do with issuing ration. Mr. Wagner was the clerk that issued the rations. Capt. Steinberg had repeatedly given orders to Wagner to sell the surplus rations. Under an order from Capt. Steinberg Mr. Wagner turned over rations to Mr. Mansa, (eight barrels of Pork) which Mr. Mannsa sold to Mr. Steiner. From my knowledge of Mr. Mansa I do not think that he intended to defraud the government
