He supposed from what was told him by Capt. Steinberg, Mr. Wagner, and others, that the surplus rations could be sold. Mr. Wagner gave Mr. Mansa a certificate showing that Mr. Mansa was entirely ignorant of any criminality in this matter. I think upon the whole, that Mr. Mansa ought not to be prosecuted; for I do not think he had any evil intention he is certainly however liable to the U. States for the value of the rations sold by him if not made good by Steinberg and Wagner.
