According to instructions I reported to this place and then by letter to General Swayne. I waited two weeks before I heard from him. I met him at the Battle House in this City. he informed me that he had turned the whole matter over to Major John D. Williams Provost-Marshal and for me to report to him. I called on the Major and he informed me that he was in possession of all the facts but could do nothing to assist me. he had expended all the funds in the office. and several hundred dollars of his private funds - that he had made application to Genl Swayne for funds but he refused to advance him a dollar. He informed me that the General told him if I could get credence to convict any of the parties, that he would reward me for my trouble, but I can do nothing. I have no funds. I have now expended five hundred dollars of my private funds and am now out of money, and unless you will advance me I will be compelled to let all the parties go, that I have been watching and they can continue
