I have been in the the Secret Service of the Government for over five months acting as detective. I think I have  faithfully discharged the duties impressed upon me. Laws are continually being broken as my reports show, but I have no money to operate with and can do nothing. I am informed and believe that General Swayne can devote the trifling amount necessary to secure the capture of persons and the seizure of vessels without materially depleting the amount of Government funds now in his hands but he refuses to appropriate a dollar to aid in the suppression of the Slave-Trade a trafic to the suppression of which the Government is fully connected.
Major John D. Wilkins 15th U.S. inft. Provost Marshal district of Mobile and P.F. Moncossas as Chief of the Military Police of the same have rendered me all assistance in their power, they however are in the same financial condition as myself -they are out of funds. Enclosed I send you Mr. Moncossas letter to me in answer to one I sent him. My reports on file in Washington at General Stewards Office will show that I have complied with all orders as to personal and written reports I have received from
