Preamble and resolutions adopted by the U.S.A. Circle Blount County Ala in general meeting on the fourth Saturday in September 1866

Preamble
 
Whereas in consequence of the war the poor Loyalists of out County have been reduced to destitution and want and whereas Col. John B. Callis has informed us through our agent W.C. Garrison that the Government will not garnish any more rations unless in answer to a petition sent to the sent to the proper authority and whereas the drouth has cut the crop in our mountain country so short that we are not able to support the destitute and whereas Judge J.W. Moore refuses to cooperate with our agent in sending up a petition for their relief. And that the cause of his opposition is because Garrison is an uncompromising union man. We the members of the U.S.A. Circle and true loyal men of Blount County Ala do adopt the following resolutions

Resolve 1st That (through many of us were lied and forced into the rebel army) yet we have always been opposed to the rebelion and are now doing all we can to organise our State according to the requirements of the government 

Res. 2nd That we indorse the Constitution amendment proposed by congress and oppose the the installation of rebels into office in our state.

Res 3rd That there are a plenty of true loyal men well qualified to fill all of the offices in our State

Res 4th That we are in favor of a call for a new State convention (of men who can take the test oath) for the purpose of altering and amending our State constitution so as to entitle us to representation in the Congress of the United States
