they will camp around town from 2 to 3 days at a time, all are not doing this that are drawing, But a heap too many are doing it, and work is the last thing that ever crosses their path. it seems that all the cry is when will the rations be here. I do try all in my power, to urge the lazy devils to stay away, go to work and try to live within themselves. But if hell and the Devil both was here, the lazy crowds would be here too, enquiring for the ration waggons.

And now to close the matter up, and as I think, to root up the hot bed of idolness, I suggest to the authorities who rule this matter, that no more rations be sent to this county, clearly from the fact, taking the whol subject together, that our people, is more injured then they are benefited. it is of course a benifit to them if they would let it be so. But in their dam'd laziness, they make it a curse - this is all true as the sun. But neverthe less, if the authorities think it best to continue them, and to my charge, I will spare no pains, to have them distributed the very best that I can - But you know without telling, no matter how sorry, and lazy a woman is when she is almost starving, you cant resist her pleas for rations -
