Haysville 26th Oct 1865 Col. C. Cadle, I am in receipt of your communication of the 24th just handed me by Moses a freedman of color - in reference to one Ben Herbert for committing an assault upon the said Moses - I beg leave to report to you, that the said Moses did report the said Herbert to me and that I refered him to Justice J.A.[[?]] of this place. I being a brother in law to said Herbert and felt a delicacy in investigating the matter - and explained to him "Moses" why it would not be proper to come before me and also refered him to the Grand Jury of the County then in session- I will state to you that I have had a number of cases before me for assault by white men upon the colored man and have invariably punished the white man and have made by my course
