Bureau Refugees, Freedmen and Abandoned Lands
Selma, April 16th 1866

This certifies that in conjunction with Bvt. Maj. S. L. Hoge, A.A.Q.M. of this Bureau. I have duly investigated the circumstances of a lease of the plantation belonging to L. Griffin, situated near Selma, which plantation was leased to be occupied by this Bureau as a "House Colony", in accordance with orders from the Asst. Commissioner. The plantation was occupied, too late in the season for a force of laborers to be hired to work it, thereby making it necessary that the place should be out for the year, with the exception of about one hundred acres. An unusual proportion of timber was cut from the place during its occupation. In view of which facts I have awarded Three Thousand Dollars, ($3,000) as reasonable damages for the above named occupation and forfeiture. All which is respectfully submitted
