the dregs of overseerdom, or mean whites. They may do many things which they are not permitted, but they are permitted in many things they ought not to do. Their treatment of colored prisoners is frequently brutal. Their oath against a colored man, is taken as conclusive evidence, in the absence of any possible defense, so that the ill will of any one of them, or mere maliciousness, may and frequently does extort the hard earnings of an honest man, to swell the city treasury and the praises of the vigilant policeman. Several were arrested yesterday for singing hymns at their own doors, at least such is the report, but I have not the time to investigate it before the mail closes.
