Office Superintendent, District of Selma, BUREAU OF REFUGEES, FREEDMEN AND ABANDONED LANDS, SELMA, ALA., October 22 1866 Lieut J. F. Conyngham, A.A.A.G. Montgomery Lieutenant: In view of several cases of litigation between lessors and lessees, in which the lessors have attached the crop, and are moving it from the place, by which action the freedmen laborers are thrown out of their wages. I would respectfully ask if any action can be taken by the Bureau to enforce par. 3. Sec. II. of General Orders No. 12. 1865. and whether application should be made to the U.S. Commissioner, on the basis of that order, as good law at the time of contract.
