Genl. W. Swayne

Sir
This is to respectfully submit to your inspection copies of Bill of Sale of the Steamer Mary, also the order of Genl. G. Granger, approved by the Navy Dept by Commander Palmer, to proceed after her. The Genl. was satisfied with the evidence and statements presented and issued the order accordingly. She was never abandoned, but has been held by me, as well as the government.
Therefore, I think, will not come under the head of captured & abandoned property. Secty. McCullogh has had copies recently sent to him. I can furnish the complete title from the Confederate Govt. although I bought third handed from that Govt. and am fourth holder from the blockade Compant. I beg you to respect my claim and allow her to be bonded to me with full insurance paid, until such time as you can fully investigate my claim. Yrs Respetly
