Bvt. Major Hosmer was last on duty as mustering officer in Texas and is now on leave of absence with orders to join his regiment in Louisiana on its expiration and he is not understood to be awaiting orders from this office.
This detailed statement of the facts in the case is made for the purpose of correcting the numerous impressions entertained by General Swayne and upon which he appears to have based his request.
I am further directed to say that it is not considered expedient to detail Bvt. Major Hosmer for service outside the military division and department in which his regiment is serving until Major Genl Sheridan shall be heard from on the subject. The papers in the case will be referred to that office today.
