In reply to your communication of the 16th still requesting to be furnished with copies of orders relating to the escalation of the payment of bounties to volunteers. I have the honor to state that such orders were issued from the War Department through the Bvt Maj Genl Office, and not promulgated in General Orders for the information of the Army, I have not been able to procure the order refered to but cite the following extract from "Paymasters Manual" which will give you the desired information, to wit. By orders of the War Dept through the Prv Maj Genl Office the 30th of April 1865 is assumed as the date beyond which under the calls of the President of July 18th and Dec 19th 1864 volunteering with bounty shall cease all men offering to enlist in volunteer organizations after April 30th 1865 are understood to close without bounty Circular no 35 Paymaster Genl Office
