I return herewith the application of John H. Walker for additional bounty.  I cannot properly act as attorney in claims of white soldiers.  I therefore enclose a new declaration containing an power of Att'y, also blanks "Form No 5."  If Walker will fill up and verify to the former, and sign the latter in duplicate, and then forward the papers to this office, I will see that they are properly filed.  The bounty will then be sent directly to him.  I have retained the discharge to avoid risks of mail.
