Circular Letter,

As many applicants for transportation are received at these Head Quarters, without sufficiently detailed statements of the facts in each case, I am directed by the Commissioner to request that Assistant Commissioners and other officers of the Bureau will endeavor to have all papers of this class passing through their office, conform as nearly as possible to the following suggestions.
1st The names and number of persons to be transported, or the name of the head man of each family or party, with the number of the latter, and the sex and class (Refugees or Freedpeople) to which they belong, will be stated.
2nd Transportation will only be requested from and to the nearest Railway Station, or Steamboat landing to the starting point and place of destination.
3rd When children are to be transported, the age & sex of those of 12 years and over, should be stated, as full fare is charged, and the age only of those from
