Captain William Poillan of the 68th U.S.C. Infantry has served for some time in your bureau, in my District with such entire satisfaction to Colonel Robinson and myself that I feel impelled to express my entire approbation of the Services he has rendered to the government.

Captain Poillan is an earnest, intelligent and industrious officer, full of energy and devoted to his duty. I respectfully recommend that if possible, he may be continued as an assistant to Col Robinson in those counties where by his excellent management & understated integrity he has already accomplished so much good.
