Damaged clothing belonging to the Quartermaster Department should not be turned over to the Bureau of Freedmen &c unless called for on special requisition approved by the Commissioner.  Such property belongs exclusively to the Quartermaster Department, and should be referred to the Quartermaster General for each action as he may deem necessary.  You will please therefore recall the condemned clothing and report is in accordance with existing orders.  The Quartermaster Department is required to furnish the Bureau with certain articles on approved requisitions, but not to turn property over to it in bulk property which it may never need for issue.
