Colonel:
Damaged clothing belonging to the Quartermaster's Department should not be turned over to the Bureau of Freedmen &c unless called for on special requisitions approved by the Commissioner.  Such property belongs exclusively to the Quartermaster's Department, and should be referred to the Quartermaster General for such action as he may deem necessary. You will please therefore recall the Condemned clothing and report it in accordance with existing orders. The Quartermaster's Department is required to furnish the Bureau with certain articles on approved requisitions, but not to him property over to it in bulk - property which it may never need for issue.

The damaged clothing referred to above, was transferred to the Freedmans Bureau during my late illness, and such of it as may now be on hand not required will received back by Captain EB Boyd AQM at Mobile.
