Respectfully returned to Col M D Wickersham, Ch'f Q. Mr. Dept. Ala, with information that the within statement is in the main correct. I directed my by bidder when this horse was first up on the conditions stated by Mr. Potter, to not let it sell for less than $100 - Stating to him that if it was not restored to the lady, I wished the Government to realize a fair price for the animal. The disposition of Mr. Potter was to sell the animal at a nominal price to the lady's friend, my determination was that this should not be done but that it should be an open and fair sale. The horse was struck off to me. I intended at the time to take the horse to Montgomery and hold it for decision on papers referred to you. But the boat I came on could not take the animal and I sold it to a gentleman in Selma and the condition of original Sale, that is, if the horse was restored,
