Sir,

In compliance with Gen Orders No 10 dated Hd Qrs Fort Powell & Gaines June 6th 1866 I proceeded to Fort Morgan where I arrived about 5 Oclock this morning, and have the honor to make the following report. I found every thing quiet, no indication of disorderly conduct then existing although it is apparent that considerable drunkeness has been carried on for the past two days.   I arrested Joseph Worrall, Sutlers Clerk, and have ordered him from this Post.   I placed Sentries on the Sutler Shop and on the Sally port to the Fort, and on the Guns on the Wharf.   I would recommend that Private Shea Co E 1st Battn 15th Inftry now in Fort Gaines be held in arrest for mutinous conduct at Fort Morgan.   the tree worst men have deserted taking Government mules with them.
I enclose a few of the many orders for whiskey presented to the Sutler during the last few days
I shall examine some more evidence to night and send over their affadavits
