I have the honor to return the papers in relation to Capt Meredith 15" Infantry with a report from him, and the following recent of investigation by myself.  

Your impression - that there existed a mutiny have had no foundation whatever, and I cannot help expressing surprise that Capt Galloway did not immediately return the men, so promptly and kindly furnishedm as an armed force here, not belonging to the Post, and not needed, was in its self a thing to be avoided.

The day before Captain Galloways arrival many of the men were drunk caused, principally by whiskey stolen from Captain Meredith's quarters during his absence fishing; on his return finding this the case, and men coming to him for orders, with but two or three exceptions refused, he took the precaution of closing the Sutler Store; after this the Sutler Store was entered by some men ; I think, Sergt Carroll Corpl. Fox and Pri Shea ;, and sixteen, or eighteen bottles of whiskey stolen; which being reported to Capt Meredith, he, fearing trouble, most foolishly, and improperly went to Fort Gaines, to consult with you, leaving the Post, without an Officer, but as if to show how
