Frequently questions arise in relation to Freedman that there is no law that I know of to set upon. Yet  Justice and humanity require action, For instance what is to be done with those of unsound mind who have no one to take care of them? Again the idea is prevalent  that Justices of the Peace are ex offices Agents of the Bureau, and should approve contracts and settle various  minor matters outside of state laws. I do not so understand it, and write for information. If justices are to approve contracts must they be strictly  in accordance with your general order of August last, and is any fee allowed them for so doing Please advise me or others and any other matters pertaining to my duties in the premises and oblige your Obt Svt
