General, 
The newspaper enclosed has been sent to the President from Columbus, Georgia under date May 10th, 1866 with the statement that this paper is being circulated among the Freedmen by the Officers and Agents of the Freedmen's Bureau and that such circulation is productive of excitement and a tendency to violence, perhaps insurrection, among the Freedmen. I am directed to enclose the paper to you with this statement for your information.
