3rd You will forward monthly estimates of the number of rations needed to provide for the destitute, with such remarks as you may think necessary, in order to secure the Government from imposition and at the same time accomplish the objects of the Bureau by preventing suffering.

The Department Commander's approval is all that is required to secure the rations in advance of any action from this office.
