War Department, Bureau of Refugees, Freedmen and Abandoned Lands, Washington, August 22nd, 1866. Bvt. Maj. Genl. Wager Swayne Asst. Com'r. Alabama, General: You are authorized to give transportation to such Freedmen or loyal Refugees and their immediate families as may have located their lots of land under the Homestead Act, for the purpose of moving to their claims Subsistence may also be furnished, in no case to exceed the supply necessary for one month. Specific applications, setting forth the condition and necessity of the people, must be forwarded to this office, should any assistance be needed after the actual settlement shall have been made.
