It is proper to notice that in Alabama, according to the last report, there were more than two whites aided with rations to one colored person. Very Respectfully (sd) O. O. Howard Major Genl. Commissioner War Department Sept 25. 1866 In view of the foregoing statement the order of 23rd August stopping the issue of supplies is modified is as to allow the issue of Corn & Bacon as requested by Governor Patton for the period and quantities above mentioned, in the State of Alabama.
