to whites and blacks should be presented; also the manner of punishing crime, and securing justice among Freedmen; the result of the free labor system as it has been applied; the form of contracting with Freedmen, and the way in which all parties have observed such contracts; the manner of executing State-laws; the number of Claims presented by discharged soldiers and the number collected.
The report should in this way take up each item of business coming before the Officers of the Bureau closing with deductions from facts presented, and recommendations as to the future.
