Col:

Do me the favor to submit the enclosed affidavits in reference to the two Jefferies to Gen. Swayne; he stated to me on yesterday that he would consider them or any other papers we might submit in determining what disposition he would make of their case. Their object now is not to forestall or avoid an investigation — they do not fear a conviction before any tribunal. But they wish to be released from prison; imprisonment itself is a heavy punishment to them, if as they allege, they are innocent.

Very Respectfully

Transcription Notes:
surname "Troy" or "Tray"? IT IS "TROY" - 1860 Census - "D.S. TROY - Lawyer." I think "Troy." Writer makes lowercase "o" similar to lowercase "a." See previous document = Tray
