Dear Sir
Having learned that Capt Steinberg would be relieved from duty at this post at his own request, I took the liberty of recommending Mr William Seawell for the position.

Mr Seawell is an old citizen of this county once a large slave owner and well known as a humane master,
and who did a great deal for the religious instruction of his servants. Since they have been made free, he has shown himself a friend by many acts of kindness, and advice when in trouble. He assures me if appointed to the place, he would employ Mr. John Rudolph as his
clerk and assistant, who is another old and highly respected citizen of this county. I am assured that if
