I have taken the liberty of sending you this note knowing your love of justice - within a few days I expect to receive my notice of muster out of Service.  This would leave you with out an officer proper of the 
Quarter Master Dept. Now Lieut J F McGogy - who has so faithfully honestly served in the department as A A Q M should be promoted to Capt. & Ast Q M for his meritorious service during the War his being so long detached from his Rigement [[Regiment]] has lost him his Regular promotion there and then justice to him should give him promotion in the area where he has by order served, his already being in the Bureau will ensure his promotion by the Sec War if applied for by you. May I hope
