General,
I am directed by this Commissioner to request you to report (without giving the names of persons concerned) to number of murders that have occurred in your district, where freedmen have been victims or parties, according to the official record.

The object is to test the truth of the statements that have been publicly made, tending this matter, and to enable Genl. Howard to give the facts.
