I am perfectly aware that I am not a Commissioned Officer in this Service, altho I have been for eighteen years in the Queens (which my commissions will prove), however at teh same time, waving all this, and for the Public Good and the preservation of the [[strikethrough]] Laws [[/strikethrough]] Orders issued from Washington and General Swayne, with regard to the Management of Freedmen, I deem it my duty to report the Affair, and trust you will take the necessary steps to make my path clear. 
With regard to my character here as Assist. Supt I need hardly inform you that it is unimpeachable and I cannot help saying that Lieut Colonel Gandolpho's conduct with regard to the Bureau, and myself, has been anything but what it should have been. I refer to Capt Brown, the former Assist. Supt, who will verify my statement.
Lieut Colonel Gandolpho I believe also interfered with him; however when it comes to a matter of dictating approvals of Contracts, I really think it is high time to report the affair officially.
