Major. O.D. Kinsman
A.A.G. Dist of Ala.
Montgomery. Ala.

Sir

I think it would be policy to remove the Colony from Garland to the vicinity of this place. I can go on high land, into the woods, and build comfortable dwellings for the persons in said Colony, by so doing it will save the trouble and expense of shipping rations from here, it will also enable me to dispense with the service of an employee, as well as bring the inmates of the Colony into a much healthier locality

I have now but two employees, one is in charge at Garland, the other is my issuing, and Office Clerk, with me at this place. Please inform me what salary I shall pay to said employees, and if I shall furnish them rations.

I am Major
Very Respectfully
