Somerville, Ala. Sept. 26th, 1866.

Colonel: - I have been requested by the Commissioner's Court of Morgan County, Ala. to say to you that they appointed eighteen men to ascertain the number of destitute in this County, and according to their report  recently made there are nearly twenty-five hundred who need rations, (say 1000 whites and 1500 blacks;) and judging from the great failure in the present crops, that number will be largely increased the next year. They therefore earnestly request you to use your influence to have the rations of the Bureau increased and continued for this County. 

Having mingled freely with the people, as County Superintendent of Education, I have had ample opportunity of seeing their condition, & fully concur with the Court in their statement and request.
