Sir:
I have the honor to respectfully make application for transportation for Charlotte Ingraham, a colored girl, and 4 small children from this place to Clinton Miss. 

The mother of these 5 children died a few weeks ago, and left them in a destitute condition, yesterday I received information from their former owner at Clinton Miss. stating that the relatives of these children, living with her, were anxious to have these children and take care of them, but were unable to furnish the money for transportation. To my opinion this is really a case deserving free transportation from the Government.
