This man Enoch Hicks is one of the leaders of the band who destroyed the benches and desks in the Freedmans School and committed other outrages some time since, for which he or none of his colleagues have ever been tried.

Judge Porter the town Intenddant on being applied to that these parties might be brought to justice states that he is unable to do anything, that this Hicks is the terror of the town and all he could do would be to bind him over to Court where justice would not be done as no jury would convict him for fear of there lives and that he is sattisfied unless the Military Authorities interfere that they will yet commit some greater outrage and that he and the Marshal will appear against him 

We can also identify some of the other parties who were with Hicks if they could also be arrested as aiding and abetting him in inciting to riot.
