tation of Mr. Spann, and he refuses to give up any of this property to these freedmen, but holds them all under your late order.

I have given you all the facts in relation to the rights of these freedmen, to these Mules and Horses.  Mr. Spann does not claim them as his own property, but will give them up if you will issue an order to him to do so.  He holds them by virtue of your order.

I have sent the boy John to you with this statement, and ask of you to decide the right of property between these parties.
