General,
I hope you will excuse the liberty I take, in this communication, when I say, that a purely disinterested sense of justice prompts me to make it.
I have perhaps been named to you, in connexion (connection) with the office of Assistant Superintendent of this place; and, upon various occasions have been myself, spoken to about it. I have said, that I only would have accepted it in the event that a civilian were appointed; but would not, willingly do so while Mr. Mostyn could be retained. Permit me now to say, that I consider it peculiarly proper, that one of the United States command should have the position; and I declare frankly to you that I know of no one who can so efficiently fill the post, as Mr. Mostyn.
