I have been in a situation for some time to observe the conduct of the Bureau & of it's officers and feel that I can take a just and humane view of its affairs and duties without any prejudice whatever. Mr. Mostyn's course has been very remarkably upright and firm. He has in a delicate and embarrassing task, pursued steps to do justice to all alike and I am sure there is not a fair minded man in our town or county that is not satisfied with him. As Intendant of the town, and in the habit of frequent intercourse with citizens, I am prepared to say that it would be hostile to the best interests of the community to make any change in the regulation of the Bureau at this point. I have never known an officer in a post so difficult, pursue a more just, honorable, independent, and satisfactory course than Mr. Mostyn.
