This law has no doubt engaged General Swayne's attention, and is to be found on page 664 of the Code of Alabama. 

I beg to acknowledge the receipt of your favor, upon the subject of the clothing, etc.  I thank the General and yourself, for the confidence and trust, reposed in me, and assure you it shall not be abused.  Few things, in the present unsettled condition of society, are more gratifying than to see the Department, in Alabama, presided over by gentlemen who, like General Swayne and yourself, take such enlarged, liberal, and just views of the wants of the people.
