Sir,
I beg to be allowed to express my gratification in seeing placed in the position of Assistant Superintendent of the Bureau, at this point, Capt. J. A. Steinburg, to whom you were kind enough to send me an introduction. I have seen his action enough developed to be satisfied, if any thing beyond your testimonial in his favor, were necessary, that he is a gentleman of high sense of honor, conscientious and just, and that in his official position, he will command by his impartiality and firmness the approbation of Government, and of all good men. With him at the head of the Office, and the assistance of my young friend, Frank Maura, of whose noble qualities of heart and head, I can say more than I can of any young man of my acquaintance in the State, of his age, the affairs the Bureau
