My dear General,
I trust you will excuse this private communication, as if my views were made public, possibly more harm, than good would result.

I have repeatedly impressed upon Capt. Steinburg the necessity of a small force, connected with his office, and whose mere presence, I think, would tend to promote the public good. From a conversation with him today, I am inclined to believe that from delicacy, and from a wish not to be thought apprehensive of personal danger, he has not pressed the matter upon the consideration of the Department.
