a love of popularity, influences me. I am independent of this entirely: But I do say, that the supposition that the Government is increasing the loyalty of persons, or will ever derive thanks for this benevolent exercise of its bounty; is preposterous. And to show this, I state to you, that one public man, who has rendered himself very active in detailing the wants of the poor, goes about, constantly, among the dregs of the lower characters, trying to make them believe that when I issue a recommendation, the Bureau steals half the rations. Yet if you think it the interest of the Government, that I shall continue to discharge this duty, I will do so.
