of the Head Quarters, to take the post of Commissioner in connection with your present duties, I then would recommend Mr. Miller.  I have seen much of him, and would prefer him to any other here.

The man to discharge the duties of Commissioner efficiently must be capable of nice discrimination, be resolute, unaffected by local influences, and beyond the reach of bribery:  all of which I know you, and Miller are.

Although I never fear to say publicly, what I feel truth demands, I yet believe that it is the interest of the Department to confine this communication within its own limits.
