I telegraphed Head Quarters on the subject one week ago but have received no answer yet

I anticipate much suffering among the old and infirm freedmen, & women and children this winter if we do not take steps to provide for them.  There is a great disposition on the part of former owners to turn the helpless ones away.  Claiming that they are not able to support them on account of failure of the crops.  I have daily applications to receive them the local authorities not having made any porivions for this class of desitutes as yet.
