My Dear Sir

In the month of October last an order was made by the Agent of the Freedmens Beaureau at Washington with the concurrence of Secretary Stanton to continue supplies to the destitute and poor of Alabama for three months from that time, and the sum of Forty thousand Dollars per Month was appropriated for that purpose.  We hoped at that time the financial condition of the State would be to improved by the Month of January or that we could care of the large population of this class of persons without the further aid of the National Government but in this I have been mistaken.  I must therefore in addition to what has very generously been done for the poor and destitute of this State earnestly appeal to the Government that a continuance of rations be allowed to the destitute of this State
