Lieutenant,

I have the honor to state for the information of the Asst. Commissioner - That it is in many instances impossible for me to collect the just dues of Freedmen from their employers.
 
The indications are no better now in this connection than they were at the time of my communication of Oct. 9th 1866.

Those men who visited this office at the time crops were being made, for my assistance mostly avoid me and any interference from the same Office, as the time of settlement with their laborers draws near.
